It is a particularly egregious notion that others can not be held accountable for their behaviour on the grounds that they were provoked. The security officials were violating the terms of the agreement between patrons and security, to wit, that the film is taken solely to provide requisite information to the Gaming Authority.
If the film or photograph is being taken for reasons other than initially agreed to by the subject, it amounts to being filmed without one's consent. The issue is one of consent to being photographed or filmed, not merely of being seen.
